CHIEF ELECTRICAL ENGINEER
PARK A. DALLIS, PE has over 38 years of experience
in electrical engineering, project management and construction.
At RBA since 1996, Mr. Dallis is in charge of electrical
design, cost estimating, quality control and construction
administration.
As founder and president of All-State Electrical Contracting
& Engineering, Inc., he designed and built commercial
and industrial electrical facilities. One of his most
complex projects was for Florida Power & Light.
This job included a complete rebuild of the control
room, modernized using the Bailey Network 90 digital
system at the Port Everglades unit 3 plant..
Mr. Dallis also worked with the Bechtel Group, Inc.
for twenty years, starting as an electrical estimator,
and culminating in project controls management. He was
a supervising electrical engineer and electrical superintendent
at the Turkey Point Power Plant and worked on six nuclear
and three fossil fuel-fired power plants across the
country.
At RBA, Mr. Dallis has supervised a multitude of new
construction and renovation projects. His clients have
been the US Fish & Wildlife Service, US Army Corps
of Engineers, State of Alaska, Municipality of Anchorage,
Alaska Railroad Corporation and other institutional
agencies. Four hangars on Elmendorf AFB, for which he
generated performance specifications, have totaled over
$150M in construction cost. Other designs by him have
been on Eielson AFB and Ft. Wainwright for barracks,
company operations and battalion headquarters. He was
the lead electrical for several ANTHC rural clinics.
In Kanakanak, he is assisting with a Deep-Look Inspection
and various hospital upgrades.
RELATED EXPERIENCE
Park Dallis PE has worked on projects in Anchorage,
Fairbanks, Juneau, Sitka and Bush Alaska. His areas
of specialization include power generation, power distribution,
aesthetic energy-efficient lighting, fire alarms, fiber

Clinics & Healthcare Facilities
Statewide, Alaska
During
the last decade with RBA Engineers Inc., Park Dallis
has designed a multitude of healthcare facilities. In
Talkeetna, he engineered the Sunshine Clinic, a 12,000
SF structure with a dental lab, standby generator, fire
alarm, communications and provisions for phased expansion.
For ANTHC, he has been responsible for clinics in Chignik
Lake, Kohkanok, Koliganek, Manokotak, Old Harbor and
Port Lions. The Craig Clinic in Southeast Alaska is
currently on the drawing boards. For Dr. Wynne and Dr.
Moriarty, Park Dallis managed two dental clinic designs.

Soldotna
Airport Electrical Upgrades, 2006-08
Soldotna, Alaska
Park
Dallis, PE prepared the bid documents for Runway 5/27,
Taxiways A thru E, VASI controls, segmented circle,
windcone, apron lighting and security gates at the Soldotna
Airport. The electrical portion of the job totaled $700,000
and construction is scheduled over a two-year period.
RBA has worked on similar tasks at Kenai Municipal Airport,
2002-07, which included a parallel taxiway, MALSR, VASI,
REIL, glide slope enclosure & AWOS upgrades; the
interior security cameras and security gates were earlier
contracts. At the Ted Stevens Anchorage International
Airport, Park Dallis has worked with the project management
team on the $210 million Concourse “C” expansion
and tenant improvements for Alaska Airlines and Hudson
Euro Cafe.

Highway
& Street Projects
Statewide, Alaska
Every
year, Park Dallis, PE provides support for dozens of
civil projects. For example, he assisted with the roadway
lighting for South Channel Bridge, Unalaska. On “C”
Street he worked on the ARRC Railroad Crossing, along
with two Ship Creek area projects requiring illumination
and site power. He is well-versed in resolving utility
conflicts based on projects such as Arctic Boulevard,
Denali Street, Ocean Dock Road, Dowling Road and Lake
Otis Parkway. In the Mat-Su Valley, he was assigned
duties on the Pittman-Shrock Road intersection and the
Wasilla-Fishhook Road.

Air Force Hangar, Elmendorf AFB
Park
Dallis, PE has been developing performance specifications
for large hangars on Elmendorf AFB. The Fuel Cell Maintenance
Hangar, the Large Airframe Hangar, F-22 Raptor Hangar
and the Dual Bay Hangar total $150 million in construction
cost. The latter will be the largest hangar int he world
used by the Air Force.
